§ 161.99 PENALTY.
   (A)   A person who violates any provision of this chapter shall be subject to civil penalties of $250 for the first offense and $500 for the second and subsequent offenses. Each day a violation continues after due public notice has been served of the violation shall constitute a separate offense.
   (B)   The city shall possess a lien on the property of such person or entity committing the violation for all fines, penalties, charges, and fees imposed pursuant to this chapter. The lien shall be superior to and have priority over all other subsequent liens on the property, except state, county, school and city taxes.
   (C)   Civil penalties imposed for violation of this chapter shall be enforced by and through the provisions of Chapter 160 regarding the Code Enforcement Officer and Code Enforcement Board.
