The purpose of this chapter is to establish a predictable and functional uniform policy and procedure governing the disposition of certain real property that is surplus to the needs of the city that has been acquired by the city by and through certain code enforcement procedures, condemnations, or donations, which were blighted or deteriorated properties which can be redeveloped, rehabilitated or reused for higher and better proper and lawful uses. Nothing in this chapter shall be read to limit the legislative discretion of the Board of City Commissioners to control city-owned real property or to require the city to dispose of city-owned real property or limit the power of the city to dispose of city-owned real property as interests of the city may require.
