This chapter shall not be construed to receive from nor lessen the responsibility of any person, owning, operating or installing any electrical wires, appliances, apparatus, construction or equipment for damages to anyone injured by the defect therein, nor shall the city, Electric Plant Board, Planning and Zoning Commission or any agent thereof be held as assuming any such liability by reason of inspection authorized in this chapter or the certificate of approval issued by the Electrical Inspector.
