(A) The section of the city surrounding the public square and one block therefrom in each direction, which is bounded on the north by Washington Street; on the east by Water Street; on the South by Madison Street and on the West by High Street is declared to be one fire zone.
(B) No building or buildings or structures shall be built or erected or constructed within the fire zone or area above specified, unless its walls and sides are constructed of brick, concrete, iron, steel or some other nonflammable substance, and the building is covered with tin, metal, slate or some other nonflammable substance.
(C) Before erecting any building within the area, the owner of any property or the person erecting the building shall file with the Commission a petition for a permit together with plans and specifications for the buildings, and obtain a permit to erect the building or structure from the Commission.
