§ 150.19 APPLICABILITY.
   (A)   A Stormwater Management Plan shall be required for any residential, commercial, industrial, institutional or utility development. No final subdivision plat shall be approved and no building permits shall be issued and no construction shall take place or be allowed to continue, until and unless the Stormwater Management Plan has been reviewed and approved by the city.
   (B)   This subchapter shall apply to any of the above-listed developments notwithstanding plat approval prior to its passage; provided, however, that any subdivision or development which has been platted and approved by the Planning and Zoning Commission prior to the passage of this section, and for which building permits have been issued, may apply for an exemption from compliance.
   (C)   Said application shall be in writing and shall be submitted to the City Commission no later than December 31, 1994. The Commission shall provide the Building Inspector with a list of exempt subdivisions by January 31, 1995.
