No person shall sell or offer for sale at retail any goods, wares, merchandise, meats or other edibles, either cooked or uncooked from any temporary or permanent stand located upon any of the streets, sidewalks or other public ways. This section shall not prevent the sale of such articles enumerated from a peddlers vehicle going from house to house in the city.
