(A) No person shall obstruct any street, alley, pavement or sidewalk with bricks, stone, lime, lumber or other materials or with any equipment or machinery. The foregoing shall not forbid merchants and other persons from using the streets or alleys in carrying merchandise and other property into and from their storerooms or other places of business or residences, if such streets, alleys, sidewalks or pavements are not unnecessarily obstructed.
(B) No crate, bale, box or other obstruction shall be left upon the pavements or sidewalks for four hours after notice to remove it.
