(A) All humane societies in the city shall be governed by the same standards as commercial animal establishments as set forth in any applicable provision of the state statutes, and shall be subject to any ordinance pertaining to commercial animal establishments.
(B) Humane societies shall maintain records on each animal accepted or housed, noting the name and address of the previous owner or person turning in the animal.
