(A) Waste water revenues and expenses shall be separated from other accounts, such as the Water Department. All revenues generated by the user-charge rates shall be sufficient to cover the expenses of waste water treatment, along with sufficient funds to maintain a replacement reserve.
(B) A schedule of charges and fees shall be adopted by the city which will enable it to comply with the revenue requirements of Section 204 of the Clean Water Act. Charges and fees shall be determined in a manner consistent with regulations of the Federal Grant Program to ensure that sufficient revenues are collected to defray the cost of operating and maintaining, including replacement, adequate wastewater collection and treatment systems. Specific charges and fees shall be adopted by a separate chapter; this section describes the procedure to be used in calculating the charges and fees. Additional charges and fees to recover funds for capital outlay, bond service costs, and capital improvements may be assessed by the city. These charges and fees shall be recovered through the user classification established below.
