(A) It shall be the policy of the city to provide for the solid waste collection disposal services under this chapter on a reasonable cost basis.
(B) In furtherance of that policy, rates hereunder shall be adjusted semi-annually.
(C) On or before January and July of each year, the Administrator shall set a rate for the following year which can reasonably be expected for fulfilling the city’s commitments.
