Any charges in arrears hereunder shall be sufficient to allow the Administrator to place a lien on the property involved. Additionally, and as an option to the lien noted herein, the Administrator shall have the authority to file suit in the name of the city in a court of appropriate jurisdiction to sue for the arrearages owed as well as for the court costs involved therein.
