§ 51.51 RESPONSIBILITY FOR PAYMENT.

(A) The owner of the premises served shall be primarily responsible for payment of the charges noted hereinafter with the occupant or user of the premises being secondarily liable.

(B) The occupant/user may be billed directly if the owner agrees in writing to be responsible for the charge event, the occupant/user does not pay for the service.
