Except as provided in this chapter, no person shall store, collect, dispose, maintain or display on any property any solid waste materials. This storage, collection, disposal, maintenance or display in violation of this section shall be punishable by the provisions set out herein and also shall be considered as a public nuisance which may be abated as provided in this chapter.
