This chapter shall not apply to: special wastes as defined in KRS 224.868; solid waste from agricultural or mining operations; federal, state or county agencies that collect, store, transport or dispose of wastes; provided, however, that this exemption shall apply only insofar as allowing said agencies to collect solid waste but shall not exempt said agencies from being responsible for payment for disposal of solid waste at a disposal site operated by the city or its designated agent, under this chapter.
