§ 51.04 ADMINISTRATION AND ENFORCEMENT.
   The administration and enforcement of this chapter shall be the responsibility of the solid waste Administrator who shall be under the direct supervision of the Mayor of the city. The Administrator shall have such specific powers and duties as are delegated to him or her in this chapter and by rules and regulations promulgated thereunder.
