Any developer/builder or person or entity extending water lines within the city’s water service area shall, before extending said water lines, enter into and comply with the terms of the water contract for public and private water lines, the terms of which are incorporated by reference herein as amended from time to time by resolution duly adopted by the City Commission (a copy of said contract was adopted by resolution on December 11, 2000 and is available at City Hall for inspection and review during normal business hours).
