§ 31.20 AUXILIARY POLICE FORCE.
   (A)   All of the auxiliary police force shall be residents of the city, if possible, and otherwise residents of the county, who have qualified under the rules and regulations as established by this section, and who have successfully completed their training, certified in writing by the Training Officer, and have been recommended by the Chief of Police of the city, and the Mayor and the Police Commissioner and approved by the City Commission, shall be and there is hereby appointed members of the city auxiliary police force.
   (B)   The membership of said force shall be limited to the number of persons as established from time to time by the City Commission. Rank shall be limited to one Auxiliary Lieutenant and Auxiliary Patrolman. Names and addresses of each person applying for membership must be listed with the Chief of Police of the city.
   (C)   The duties of the auxiliary police force shall be limited to the following functions:
      (1)   Traffic detail: writing tickets, handling accidents;
      (2)   Work in communications section;
      (3)   Assisting officers in contacts with citizens, lectures, patrolling parts and crime prevention campaigns;
      (4)   Conducting tours of the Police Department;
      (5)   Report on and patrol vacant homes;
      (6)   Report on abandoned vehicles;
      (7)   Clerical duties; and
      (8)   Refer citizens to other agencies.
   (D)   Other functions jointly agreed upon between Chief of Police and Mayor: members of such force will at all times while on duty have said badge and identifications as auxiliary police, and be in full regular police uniform during regular eight-hour shift. Members of the auxiliary police force shall be permitted to carry firearms only while on duty, and only after the training officer certifies in writing satisfactory completion of training in the proper use of firearms and they will have the power to arrest when under the direction of a regular duty officer. The city auxiliary police will be compensated on an hourly basis, rate of which will be determined by the City Commission. Members of said force shall work duty shifts as scheduled by the Chief of Police and shall log in and out according to duty foster.
   (E)   Education requirements: graduate from a standard high school or completion of GED.
   (F)   Necessary special requirements:
      (1)   Minimum age, 21 years, must possess a valid Kentucky Motor Operator’s License; must have sufficient correctable vision to adequately perform assigned duties; and
      (2)   All applicants for auxiliary police officer shall be required to complete a physical examination and a personnel screening test.
   (G)   Members of said force will be duly sworn as auxiliary police officers, will be governed by the same rules and regulations which apply to regular city police officers. They shall have the same rights and privileges as any duly sworn officer but said rights and privileges shall be restricted to the duty shift or hours of work properly scheduled by the Chief of Police.
