3-4-1: PURPOSE AND CONSTRUCTION:

This chapter shall be liberally construed to the end that the health, safety and welfare of the residents of the village shall be protected and the temperance in the consumption of alcoholic beverages shall be fostered by sound and careful control and regulation of the sale of alcoholic beverages and alcoholic liquor.
