The application shall be filed with the village clerk and forwarded by him to the board for consideration. A person making application for an amusement arcade operator's license in the manner set forth herein shall be issued a license by the village clerk upon approval of said application by the village board. All applications for licenses issued by this chapter shall be submitted to the village board which shall have the power to grant or refuse any such licenses.
No license shall be issued until the village board has investigated the location wherein the machines or devices are proposed to be operated and has determined that the proposed operation of machines or devices complies with all the terms of this and other ordinances of the village.
