2-1-2: ORGANIZATION, MEETINGS:
One of the members of the board shall be named as chairman at the time of his appointment. The board shall appoint a secretary from its membership and shall prescribe rules for the conduct of its affairs. Meetings of the board shall be open to the public. (Ord., 10-2-1967; amd. 1987 Code)
