In addition to the dedication of lands for school sites, parks and other public areas as provided in section 10-4-1 of this chapter, and the provisions of section 10-4-4 of this chapter calling for contributions in lieu of park and school sites, there shall be a cash contribution for library purposes in the amount of seventy five dollars ($75.00) per subdivided residential lot to be paid by a subdivider or developer on all lots improved within the village. This contribution for library purposes shall be collected at the time that all building permit fees and development fees are collected from the developer or subdivider and shall be passed along to the Franklin Grove Public Library (or any legal successor thereto) at the times and in the manner determined appropriate by the corporate authorities of the village.
