10-2-4: PLANS AND SPECIFICATIONS FOR REQUIRED IMPROVEMENTS:
   A.   Preparation: After the installation of survey monuments and markers, unless required sooner, and prior to the submission of a final plat, the subdivider shall prepare detailed plans and specifications for all improvements required to be constructed under the provisions of this title.
   B.   Preliminary Review: The plans and specifications for required improvements shall be submitted to the plan commission. The plan commission shall transmit said plans and specifications to the. village engineer for review to determine their compliance with the provisions of this and other applicable ordinances. Such plans and specifications shall also be reviewed by appropriate state, county and local officials and utility companies concerned with such improvements, and approval from these officials shall be given in writing respecting their particular interests. Following the aforesaid review by the village engineer and the other officials concerned, the plan commission shall transmit said plans and specifications to the board of trustees, accompanied by the recommendations of the village engineer and letters of approval from the aforesaid officials where applicable.
   C.   Review Fees: Prior to the consideration of the plans and specifications for required improvements by the village board, the subdivider shall reimburse the village for the fees involved in the review and processing of said plans and specifications.
   D.   Cooperation With Neighboring Jurisdictions: Where a proposed storm water improvement may result in changes to an existing storm water carrying system of neighboring upstream or downstream communities, copies of the storm water improvement plans and specifications shall be submitted to the affected communities. Where the proposed improvement may affect the storm water carrying system of a site occupied by or planned for development by a school and/or park district, copies of the plans and specifications shall be forwarded to the affected districts.
The affected communities and/or taxing districts shall be given written notification of such proposed improvements and shall be requested to respond to the village having jurisdiction over the proposed improvements. Such response shall be submitted in writing within fifteen (15) days upon receipt of such request. If any alterations to the plans and specifications are requested by the affected communities and/or taxing districts, and if such alterations are in accordance with the plans and standards of such affected local governments, the village having jurisdiction may require the applicant to revise the plans and specifications in accordance with the requests of the affected governments.
   E.   Final Approval: If the board of trustees finds that the plans and specifications for required improvements comply with the provisions of this and other applicable ordinances, it shall grant final approval to such plans and specifications. The village engineer and the village president shall thereupon affix their signatures to the plans and specifications, then the village clerk shall attest such signatures. Final approval, however, shall not constitute acceptance of the improvements by the village. Such acceptance shall be governed by the provisions of section 10-5-5 of this title. (Ord. 610, 4-9-2001)
