10-2-2-2: FILING OF PRELIMINARY PLAN:
The subdivider shall submit to the village clerk the following documents, not less than ten (10) days prior to the next regularly scheduled meeting of the plan commission.
   A.   Fifteen (15) copies of the completed application for preliminary plan approval.
   B.   Fifteen (15) copies of a preliminary plan of subdivision.
   C.   Filing fee: This fee shall be as follows:
      15 lots or less   $60.00
      Each lot in excess of 15 lots   5.00
      For a PUD   10.00 per acre
The fee shall be paid in cash, by money order or certified check made payable to the village.
   D.   Concept plan, as prepared by the divider for discussion during the concept conference.
   E.   Location map, as prepared by the subdivider for discussion during the concept conference.
   F.   Natural resources inventory, prepared by the Lee County soil and water conservation district as required by Illinois statute.
   G.   Soils report, prepared by a professional soils engineer of sufficient scope which addresses itself to the natural resources identified in the report prepared by the Lee County soil and water conservation district, and which determines potential ground absorption, runoff, flooding deficiencies, the presence of unstable soils (or soils which may constitute problems for conventional construction), the presence of subsurface rock that would affect the installation of underground improvements on the provisions of aboveground improvement. If, in the opinion of the village engineer, additional soil investigations, borings or other soil tests are necessary to determine the nature and extent of such questionable material, the subdivider shall perform the needed investigation.
   H.   Preliminary engineering report(s) and plan(s), but not limited to the consideration of the following:
      1.   Community or individual water facilities.
      2.   Streets and sidewalks.
      3.   Site grading and erosion and siltation control.
      4.   Storm sewers and drainage plan for the storage and controlled release of storm water following a 100-year frequency storm. (The design standards shall be according to those contained in the specifications for required improvements, storm water control, on file with the village engineer.)
      5.   Community or waste water facilities. In areas where septic systems are to be anticipated for the proposed method of waste disposal, evidence shall be presented to indicate the suitability of soil for the purpose of septic waste simulation.
   I.   Evidence of ownership of the land proposed to be subdivided. Where the subdivider does not own such land, written notarized permission from the owner shall be provided authorizing the subdivider to subdivide such land under the provisions of this title.
   J.   Letter of approval from the mortgagor.
   K.   Letter of approval from each utility company utilizing the proposed easements.
   L.   Text of protective covenants, deed restrictions, homeowners' association contracts and other restrictions whereby the subdivider proposes to regulate land use in the subdivision and otherwise protect the proposed development.
   M.   Environmental, fiscal and transportation impact reports and other information as requested by the plan commission.
   N.   Preliminary plan checklist, signed by the applicant indicating that all items necessary for review have been submitted.
The plan commission or its representative shall examine the preliminary plan documents at their next regularly scheduled meeting followings the submittal of such documents. The preliminary plan shall be considered officially filed when it is found to contain the information essential for the proper review by the plan commission as is required by this title. Lack of information shall be deemed cause for refusing official ruling. (Ord. 610, 4-9-2001)
