A board of appeals is created. The board shall consist of seven (7) members appointed by the mayor and confirmed by the village board to serve the following terms: one for one year, one for two (2) years, one for three (3) years, one for four (4) years, one for five (5) years, one for six (6) years, and one for seven (7) years. The successor to each member so appointed shall serve a term of five (5) years. One of the members shall be named as chairman at the time of his appointment. The board shall appoint a secretary from its membership and shall prescribe rules for the conduct of its affairs. The board shall meet on the first Thursday of each month; provided that there is business to be addressed by the board, and at such other times as may be called by the chairman with reasonable notice.
