The official comprehensive plan or any amendments thereof or additions thereto proposed by the plan commission shall be effective in the village limits and contiguous area only after its formal adoption by the village board. Such plan shall be advisory and of itself shall not be construed to regulate or control the use of private property in any way except as to such part thereof as has been implemented by ordinances duly enacted by the village board.
