The use of specified non-highway vehicles on the streets, roadways and alleys of the Village shall be permissible subject to the provisions of this chapter. Non-highway vehicles may not be used on any toll road, interstate highway, controlled access highway or other highway or road under the jurisdiction of the State, except permitted crossing as hereafter set forth in this chapter.
