A. No golf cart shall be operated on a village roadway unless at a minimum it conforms to all the requirements of the Illinois vehicle code and has in good operational order the following:
1. Brakes;
2. Steering apparatus;
3. Tires;
4. Rearview mirror;
5. Red reflectorized warning devices in the front and rear;
6. A slow moving emblem on the rear of the golf cart which emblem shall conform to the Illinois vehicle code;
7. A headlight that emits a white light visible from a distance of five hundred feet (500') to the front;
8. A taillight that emits a red light visible from at least one hundred feet (100') from the rear;
9. Brake lights and turn signals; and
10. Seat belts.
B. No person shall operate a golf cart unless such person conforms to all requirements of the Illinois vehicle code and conforms to the following:
1. Has proof on his or her person of current liability insurance;
2. Has a current valid driver's license;
3. Has a permit issued by the village of Franklin Grove.
C. No person shall operate a golf cart in violation of the following:
1. A golf cart may not be operated in excess of the posted speed limit and in no event may it be operated in excess of twenty five (25) miles per hour.
2. No person shall operate a golf cart in violation of any of the laws of the state of Illinois, or of any ordinance of this village. (Ord. 700-09, 11-9-2009, eff. 1-1-2010)
