Every person riding a bicycle or an animal, or driving an animal drawing a vehicle upon a street, shall be subject to the provisions of this title applicable to the driver of a vehicle, except those provisions which can have no application to one riding a bicycle or driving or riding an animal; provided that, except in business districts, bicycles may be driven on sidewalks.
