A. An owner or keeper of any dog, cat, or other animal shall exercise proper care and control of such dog, cat, or other animal to prevent such animal from committing any of the following:
1. Bite or attack anyone when unprovoked;
2. Destroy private property of others;
3. Scatter refuse;
4. Chase vehicles;
5. Create unreasonable annoyance or discomfort to others; or
6. Cause unsanitary conditions within village limits.
B. Any owner or keeper who violates subsection A of this section shall be fined no less than three hundred dollars ($300.00) and no more than seven hundred fifty dollars ($750.00).
C. No owner or keeper of any dog, cat, or other animal which has attacked or bitten anyone when unprovoked shall keep such dog, cat, or other animal within village limits.
D. Upon the filing of a complaint of a violation of subsection C of this section, the village president or the chief of police is authorized to order the animal involved to be impounded, and held in confinement at the owner's expense in addition to any penalties resulting as a resolution of the complaint.
