A. It shall be unlawful for any person to wilfully or maliciously inflict unnecessary or needless cruelty, torture or abuse on any animal; or cruelly beat, strike or abuse any animal; or by any act, omission or neglect cause or inflict any unnecessary or unjustifiable pain, suffering, injury or death to any animal, whether such animal belongs to such person or to another, except that reasonable force may be employed to drive away vicious or trespassing animals.
B. It shall be unlawful for any person in charge of any animal to fail, refuse or neglect to provide such animal with humane care and treatment, including sufficient and wholesome food and water, shade during warm weather, shelter, and veterinary care when needed to prevent suffering, or to cruelly or unnecessarily expose any such animal in hot, stormy, cold or inclement weather, or to carry any such animal in or upon any vehicle in a cruel or inhumane manner.
1. The term "shelter", as it applies to pets, shall mean a moistureproof structure of suitable size to accommodate the pet and allow retention of body heat, made of durable material with a solid floor raised at least two inches (2") from the ground and with the entrance protected from direct wind and rain.
2. Such structure shall be provided with sufficient quantity of suitable bedding to provide insulation and protection against cold or dampness.
C. It shall be unlawful for any person to cause, instigate or permit any dogfight, cockfight or other combat between animals or between animals and humans.
D. No owner of an animal shall abandon such animal where it may become a public charge or may suffer injury, hunger or exposure.
E. No person shall give away any dog, cat or other live animal, fish, reptile or bird as a prize for or an inducement to enter any contest, game or other competition; as an inducement to enter a place of amusement; or as an incentive to enter into any business agreement whereby the offer was for the purpose of attracting trade.
