The purpose and intent of this chapter is to:
(A) Provide for the protection of air, soil, storm water, ground water, and surface water from pollutants by establishing a system for the handling, collection, and processing of solid waste with uniform requirements for direct and indirect contributors;
(B) Promote the health, safety, and general welfare of the citizens of the county, and enhance and preserve the quality and value of the resources of the county by the proper management of solid waste;
(C) Equitably distribute the costs of the solid waste collection and disposal system; and
(D) Encourage composting and recycling by residents.
