(A) This is the Franklin County Comprehensive Plan. It is adopted for the purpose of promoting the health, safety, and general welfare of the people of the county and, specifically, to assure that future land development meets reasonable quality expectations.
(B) Those expectations are expressed in the policy statements of this plan and the standards of the accompanying Franklin County Development Code.
