Minimum setback for all structures and associated grading (cut or fill) from surface waters, excluding irrigation canals and ditches, is 50 feet from ordinary high-water mark or top of bank plus 35 feet, whichever is greater. Landscaping structures and walkways may be permitted within the 50-foot setback by review and approval of the Commission.
