Any subdivision of five lots or more in which any part of the subdivision is adjacent to, or within the service area of a culinary water system or a waste water treatment system, shall have the necessary culinary water and/or waste water infrastructure installed to each lot in the subdivision, with main lines installed to the edge of the subdivision closest to the culinary and/or wastewater system in question, with all infrastructure compatible with the culinary and/or wastewater system(s) in the area in question.
