(A) Block lengths shall not exceed 1,500 feet nor shall they be less than 400 feet; except where the average lot size is one-half acre or more, in which case the maximum block length may be exceeded.
(B) Block designs shall provide for two tiers of lots except under special conditions where this is not feasible or practical.
