No manufactured home park or manufactured home unit required by this chapter or the Idaho Code shall be titled, registered, or recorded by the county until such manufactured home park or manufactured home units plans have received final approval by the Commission. The Prosecuting Attorney shall, in addition to taking whatever criminal action deemed necessary, take steps to civilly enjoin any violation of this chapter. Before the Prosecuting Attorney shall take any action, the Commission shall first authorize any civil action against the party concerned.
