(A) The designation of roads as set forth herein, and as designated on the road map referred to herein, were so designated and so adopted on August 12, 1996, after and pursuant to a public hearing.
(B) Notice of the public hearing was caused to be published in the Preston Citizen on July 10, 1996 and July 17, 1996.
(C) The notice was given to publish the county’s intention to designate said roads and to adopt said map as the Official Road Map of Franklin County.
(D) At the hearing, all interested persons were heard.
