(A) This subchapter is adopted pursuant to the authority granted by Idaho Code Title 40, Chapter 2.
(B) The county has many unimproved and non-maintained roads, for which it receives little or no state gasoline taxes for improvements and maintenance, and which are inaccessible to emergency equipment, services, and other amenities.
(C) The county has enacted a road designation ordinance and map, designated in Ord. 1996-8, which defines and designates various types of roads within the county.
(D) Building permits shall be permitted on county roads that are designated as “primitive”, “unimproved”, or “seasonal and minimal upkeep”.
