When the County Sheriff determines upon the basis or an engineering and traffic investigation that such a traffic hazard as defined herein exists, he or she shall notify the owner or tenant and order that the hazard be removed within 15 days; provided, that when the County Sheriff determines that an emergency exists, he or she may notify the owner or tenant of such and order that the hazard be removed within 24 hours.
