(A) A local disaster may be declared only by the chief elected official, or his or her interim emergency successor, as provided in § 7 of the Emergency Interim Executive Succession Act (5 ILCS 275/7 et seq.). It shall not be continued or renewed for a period in excess of seven days except by, or with the consent of, the governing board of the county. Any order or proclamation declaring, continuing or terminating a local disaster shall be given prompt and general publicity and shall be filed promptly with the County Clerk.
(B) The effect of a declaration of a local disaster is to activate the Emergency Operations Plan and to authorize the furnishing of aid and assistance thereunder. The declaration will also enact any emergency powers given to local officials contained in this subchapter. All county departments and partner organizations with responsibilities listed in the county’s Emergency Operations Plan will coordinate within the county’s Emergency Operations Center to bring said disaster situation to a rapid conclusion.
