§ 31.062  RULES, REGULATIONS AND PROCEDURES.
   The Commission shall formulate, adopt and place into effect rules, regulations and procedures for its operation and the transaction of its business. The powers and authority contained herein shall not be limited to those specifically stated, but shall be in addition to such power and authority as may be included within the rules and regulations adopted by the Commission.
