Any person or entity who operates an unlicensed video gaming machine in the county and fails to pay the county yearly fee for a state-licensed video gaming machine or otherwise violates any of the provisions of this chapter or the State Video Gaming Act shall be fined an amount not to exceed $500 for each violation. This penalty is in addition to any other penalties provided by the laws of the state or the United States of America.
