§ 114.12  FILING.
   No application for site approval shall be deemed to have been filed or accepted for filing unless all of the requirements of this chapter have been met and the County Clerk shall not give a receipt or other indication of the filing until such time as it is determined that the application complies with the requirements of this chapter.
