§ 91.03  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATOR. A veterinarian licensed by the state and appointed pursuant to this chapter.
   ANIMAL CONTROL OFFICER. Any person hired by the Board and the Administrator to perform the duties assigned to that person by the Animal Control Act, this chapter or the Administrator.
   BOARD. The Franklin County Board.
   CAT. All members of the family feline.
   DEPARTMENT. The Department of Agriculture of the State of Illinois.
   DEPUTY ADMINISTRATOR. A veterinarian licensed by the state, appointed by the Administrator and approved by the Board.
   DOG. All members of the family canidae.
   HEALTH AND ENVIRONMENT COMMITTEE. The committee of the Board delegated with the responsibility of overseeing the administration of the Animal Control Program.
   LEASH. A cord, rope, strap, chain or frame which shall be securely fastened to the collar or harness of a dog or other animal and shall be of sufficient strength to keep such dog or other animal under control.
   OWNER. Any person having a right-of- property in a dog or other animal or who has a dog or other animal in his or her care or acts as its custodian or who knowingly permits a dog or other domestic animal to remain on or about any premises occupied by him or her.
   STRAY DOG. Any dog not on the premises of the dog’s owner or under control by leash or identifiable by collar or tags.
   STRAY CAT. Any cat not on the premises of the cat’s owners or under control by leash or identifiable by collar or tags.
