Walls and fences are permitted in any zoning district in accordance with the following provisions.
(A) Any wall or fence shall be constructed entirely within the lot lines of any lot or parcel.
(B) No barbed wire or electric fence shall be permitted in any residential (R) district or special (S) district, if developed.
(C) Maximum height for walls or fences shall be in accordance with the following table:
