(A) Within the general limitations of the Comprehensive Plan, the spirit and intent of these regulations and the public interest, safety and welfare, the Planning Commission or the Board of Zoning Adjustments may adjust of modify these regulations when the standards or requirements contained herein have, to the maximum extent possible, been complied with. These adjustments can in no way be made to the basic zone district’s permitted uses, bulk, density and height requirements or to the maximum limits permitted in regard to square footage. In cases where the preservation of topographic features is required, or where the unique conditions or circumstances are not the result of actions of the applicant taken subsequent to the adoption of these zoning regulations.
(B) In granting these adjustments or modifications, the Planning Commission or Board of Zoning Adjustments shall make a statement of fact setting forth the reasons for such action. Economic hardship shall in no case be deemed a reason to grant a waiver or make an adjustment or modification to these regulations.
