No newly proposed road into a subdivision off of an existing county-, city- or state-maintained road will be accepted by the county for maintenance, unless street lights have been installed by the applicable utility company to the utility’s specifications at the expense of the developer at the entrance of such road into the subdivision, unless otherwise approved by the County Fiscal Court.
