Notwithstanding the provisions of this chapter, any person receiving a notice of violation may appeal the determination of the enforcement agency. The enforcement agency must receive the notice of appeal within five days from the date of the notice of violation. Hearing on the appeal before the County Fiscal Court shall take place within ten days from the date of receipt of the notice of appeal.
