Any and all excess funds received from collections of the E-911 fees shall be placed into an account administered by the city which shall be used expressly and solely for the maintenance, management, replacement and purchase of emergency communications equipment connected to the enhanced 911 system and all interface equipment and/or to offset costs incurred by the operations of the emergency dispatch center due to the staffing requirements of an enhanced 911 system.
