There is hereby established an E-911 fee of $1 per month for each exchange telephone subscriber which is levied as a special service charge, to be paid by each exchange telephone subscriber (in the City of Frankfort and the county) on an individual exchange line basis limited to a maximum of 25 exchange lines per account.
